Application Requirements and Guidelines for the 2nd China Securitization Forum Annual Awards

Dear Securitization & Structured Finance Industry Stakeholders:

In view of the rapid development of the China securitization market, the Executive Committee of the China Securitization Forum has passed the resolution to host its 2nd Annual Conference in Beijing from April 7 to April 9 in 2016. With the core mission of “Global Vision, Stable Development, the Conference aims to encourage participants to work collaboratively on projects and will focus its events on regulatory issues. It will serve as an authoritative and robust communications and service platform for the Chinese securitization industry.

The first China Securitization Forum Annual Award was awarded in the 2015 Annual Conference of China Securitization Forum held in March, 2015 by a selection committee comprised of industry elites and external experts. Relevant leaders from regulatory institutions and professionals from the Structured Finance Industry Group (“SFIG”), financial research institutions, law firms, securities companies, asset management companies and other financial service professional institutions witnessed the awarding ceremony of the first “CSF Annual Award” of China Securitization Forum.

Under CSF’s core concepts of “Education, Consensus Building and Advocacy” and with reference to international industry conferences, the Forum will sponsor the 2nd China Securitization Forum Annual Awards as a way to commend innovative projects in the China securitization and structured finance industry in 2015.

Objectives of China Securitization Forum Annual Awards:
The China Securitization Forum Annual Awards aims to encourage innovation, promote information exchange, and stimulate mutual study and advancement. Candidates will permit the Forum to disclose information about their projects to the public for reference.

Core Concepts of China Securitization Forum Annual Awards
The China Securitization Forum Annual Awards are intended to foster a professional, authoritative, and honorable industry incentive mechanism.

1. Principle

Authenticity: Each applicant must ensure that all submitted information is truthful and accurate; if the application violates the authenticity principle; it will be disqualified from the Annual Awards.

2. Applicants

Awards will be presented to securitization and structured finance projects completed in 2015, which are publicly issued in inter-bank market or stock exchange market.

Securities companies, subsidiaries of fund management companies, banks, law firms, rating agencies, trust companies, financial leasing companies, IT service providers, asset management companies and investment companies, etc. may nominate the projects that they participated in or for which they provided services for entry in the awards selection process.

From January 1, 2016 to March 1, 2016

4. Awards

Awards will be in the following categories:

  • Top 10 Trade of Credit Asset Securitization Projects of the Year
  • Top 10 Trade of Enterprise Asset Securitization Projects of the Year

(First three projects of each category are awarded “Outstanding Trade of the Year”)

5. Application Process

Applicants may voluntarily apply for the award, or the Forum may invite qualifying institutions to apply for the award. Applicants must submit the application form and project background materials in electronic format. Each applicant should submit application materials in accordance with the requirement in the attachments, including the following three items of materials:

  1. Application Form (in electronic WORD format and also a scanned copy of the signed or stamped form) Download the Application Form of "2016 CSF Annual Awards"
  2. Other explanatory materials of the project
  3. Presentation materials of the project which the Forum is authorized to disclose to the public (PPT or other formats)

6. Award selection and announcement

1. Award selection

The Selection Committee members will review and score the projects based on the project materials submitted by the applicants, and the projects will then be ranked by composite scores. The projects with the highest composite scores in each class will receive awards.

The Forum will invite domestic and overseas experts in the securitization industry to form a Selection Committee for the unified and strict review of the submitted project materials. The members of the Selection Committee will be announced separately.

The Criteria of Selection:

The Criteria of Selection Weights Scoring Points
Underlying Assets 20% Using some kinds of underlying assets as the object of securitization for the first time; setting the criteria of selecting relevant assets into the asset pool; solving technical difficulties and enhancing the positive market images.
Issuer 20% Issuers are from new kinds of institutions; during the issuance of the project, issuer disentangled the process of approval; provides a precedent to which other projects may refer.
Structure Innovation 20% Utilizing innovative measures in credit enhancement of the underlying assets, the hierarchical structure in issuance of the securities, or self-holding quotas, which lead to good effects in legal or accounting aspects; provides experience for other projects to refer to.
Business Benefits (e.g. financing interest rates, replicability) 30% The issued project is on a large scale, and each participant benefits from the issuance, especially where the issuer does not need to subsidize interest and has a good issuance rate.

Scoring and selection will be completed by: April 1, 2016

2. Announcement

The Selection Committee will announce the Winner List through the official websites of China Securitization Forum and Annual Conference, as well as through well-known financial news media. Awards will be presented at an Awards Ceremony at the 2016 China Securitization Forum Annual Conference.

3. Experience sharing

Winners will be invited to share the innovative points of their projects at the Annual Conference. Applicants submitting information to the specified email address will be deemed to have authorized the forum to publicly disclose the information submitted.
